Andrew Rapp
Veteran- U.S. Army
Andrew is a proud alumnus of Gannon University (Class of ’95) and was honored as a Distinguished Alumnus in 2013. With over 25 years of service to the Department of Defense, Andrew has held a variety of impactful roles throughout his career. A U.S. Army veteran, he served multiple tours in support of Operation Enduring Freedom as a Counterintelligence Agent with the 3rd Special Forces Group (Airborne), stationed at Fort Bragg, North Carolina. He also served as a Master Human Intelligence Instructor for Source Operations at the Joint Center of Excellence, Fort Huachuca, AZ.
Following his military career, Andrew transitioned into the private sector as Vice President for Product Assurance at Ibis Tek, LLC. He later returned to the Department of Defense, where he currently serves as a Subject Matter Expert on Insider Threat.
Deeply committed to service and community, Andrew has served on several nonprofit boards, including School Board Director, the Chase Longo Memorial Scholarship Fund, the Foxburg Country Club Board of Governors, and The Foxburg Golf Preservation. Over the past 15 years, he has also been actively involved in youth sports as a coach and mentor.
Andrew is passionate about fostering strong mental fitness through service to others—especially youth and first responders—and believes that vibrant communities are built on leadership and volunteerism.
He lives in Foxburg, Pennsylvania with his wife Leah, their two sons, Dominick and Joe, a vizsla named Duke, and a cat named Bubba. In his free time, Andrew enjoys golfing and carpentry.

Bill Mastroianni

Director of Ops- OAPFF
Bill Mastroianni has been with the Euclid Fire Department for over 20 years. Since then he has become a paramedic and attained the rank of Lieutenant. Mastroianni is a member of Euclid Local 337 Executive Board holding multiple positions over the past 10 years. Bill was asked to be on the OAPFF Legislative Committee in 2011 and was later appointed to OAPFF Director of Operations in 2016

Machelle Syx

Machelle is a graduate of Kent State University with a Masters at Ashford University. She is an Experienced professional with a demonstrated history of working in non-profit fundraising and in management. Skilled in leadership, corporate relationships, donor relations, fundraising, public speaking and special events. originally got into philanthropy through wanting to make a difference in missions that I am passionate about. Previous roles allowed me to work on fundraisers that were in collaboration with healthcare systems, one of them being Akron Children's Hospital. Seeing Akron Children's mission and their culture pulled me into the healthcare side of philanthropy.

He remained in his hometown during his college years, attending and graduating from the University of Arizona with a degree in finance.
During Justin’s career, he has specialized in working with The principals applied to sound financial and protection planning are ubiquitous, and he approaches each client household with fresh eyes and a listening ear.
Justin has served on the boards of various local non-profit organizations and has coached little league in his spare time. He is a lifelong Chicago Cubs baseball fan and loves to watch them play. “Being a Cubs fan teaches one the lessons of patience and delayed gratification.”
